approved February 28, 1925 (Forty-third Statutes, page 1060; United States Code, title 39, section 116), and the Act entitled “An Act to allow the Postmaster General to promote mechanics’ helpers to the first grade of special mechanics,” approved May 29, 1928 (Forty-fifth Statutes, page 998; Supplement III, United States Code, title 39, section 116), are hereby modified to read as follows:
