That the President of the United States is hereby authorized to appoint Edwin M. Rosenberg, now an officer on the retired list of the United States Navy, an officer on the active list of the line of the United States Navy with the permanent rank of lieutenant commander and with the date of rank of October 3, 1945. Upon such appointment the said Edwin M. Rosenberg shall be given the same precedence on the lineal list of officers of the United States Navy to which he would have been entitled had he not been placed on the retired list of officers of the United States Navy.
